Job Description As the Subcontracts Manager, you will manage a
team responsible for subcontractor proposals in the hundreds of
millions across a very diverse set of subcontractors and
commodities/categories. Essential duties and responsibilities
include:- Responsible for the soliciting and negotiating of
subcontractor packages (have-to's and make/buy packages) relative
to new work solicitations from the customer for proposal
development for the three BAE Systems Repair Shipyards - San Diego
(SDSR), Norfolk (NSR), and Jacksonville (JSR).- Responsibilities
include: ensuring solicitations include all required attachments
(i.e. scope of work, proposal flow-downs, work specifications,
request for proposal (RFP) rules, terms and conditions, etc.),
building relationships with our subs that make SDSR/NSR/JSR the
Repair Shipyard of choice, identifying partnering opportunities
that will ultimately drive down costs, proposal reviews,
negotiations, and subcontractor selections. Ultimately, the
Subcontracts Manager is responsible to ensure subcontractor
proposals meet the RFP rules at a price we believe will help the
yards win new work.-Responsible for management, coordination, and
development of Supply Chain professionals at various experience
levels with: proposal preparation, review, and execution;
development of subcontractor evaluation and selection criteria;
negotiation of provisions such as price, schedule, work statements,
and terms to meet or exceed business requirements; preparation and
administration of high value/complex subcontract awards. Execute to
approved procurement policies and procedures in order to provide
the best value consistent with quality and service requirements
while maintaining good subcontractor relations. Responsible for
Procurement Compliance and Cost/Price Analysis.-This role
emphasizes subcontractor engagement, internal and external
relationship building, development of new subcontractors and
advancement of commodity strategies, and subcontractor management
through all phases of program execution. Respond to subcontractor
inquires, resolve invoice issues, and participate in fact finding
activities pertaining to subcontractor safety, quality, and
performance execution. Drive Partner2Win initiatives and evaluate
supplier performance relative to cost, delivery, integrity,
quality, performance objectives, contract compliance, and other
factors.-A successful candidate must be able to be an effective
communicator internally and externally, build mutually beneficial
relationships, willing to advance their knowledge of procurement
compliance, and proactively adopt best practices and support new
initiatives.-Responsible for continuous improvement (Root Cause &
Corrective action) to optimize department performance and
subcontractor performance. Assist Compliance Managers to develop,
implement, and direct policies, practices, and procedures that are
in accordance with federal, commercial, state/local, and/or
international Procurement regulations.-Must be able to assess,
prioritize, drive issues to closure and be assertive when required.
Exercise discretion and independent judgment in the performance of
duties. Exhibit best practice work habits and collaborate to
promote operational excellence. Deliver quality customer service to
both internal and external customers and foster and maintain good
subcontractor relationships.- Reviews performance of subordinate
personnel and recommends appropriate actions such as salary
increases, promotions, transfers, and disciplinary action.
Interviews applicants for hire and encourages talent development
through training programs to ensure a higher level of skill and
proficiency among subordinate employees.This position will be a
manager of people and will have multiple direct reports.**Open to
remote work within proximity or Norfolk, VA, San Diego, CA or
Jacksonville, FL.**Required Education, Experience, & Skills
- Bachelor's Degree in related
discipline and 10 years or more of directly related work experience
preferably in a government-contracting environment.
- Management experience more than 2 years
- Experience in a large, complex multifaceted environment
preferably in the Ship Repair Industry.
- Familiarity with defense industry & regulations and the
understanding of the role of subcontractors in complex
industries.
- Experience leading major procurement efforts in a Department of
Defense (DOD) contracting environment.
- Knowledge of FAR and DFAR regulations and the nature of flow
down requirements.
- Knowledge of ITAR (International Traffic in Arms Regulation)
and EAR (Export Administration Regulation)
- Understanding/knowledge of CPSR audits and requirements.
- Comprehensive understanding of subcontractor solicitations and
bid analysis/process.
- Strong working experience generating, negotiating and executing
major subcontracts/purchases.
- Demonstrated ability to resolve contractual conflicts with
subcontractors through negotiations and contractual vehicles.

- Cost Analysis experience (Cost and Pricing Determination,
Commercial Item Determination, Competitive Analysis)
- Proficient with Microsoft Office Suite (Microsoft Excel, Word,

structures. However, individual salaries are determined by a
variety of factors including, but not limited to: business
